Don’t think you can read anything into trying to negotiate. You’re supposed to negotiate as an applicant, otherwise you’re leaving money on the table. They accepted the job, you were previously at opposite ends of the table, now you’re aligned.
@OP: I honestly don’t understand. If you did not have any flex - why did you not just tell the applicant that it was take it or leave it ?
Why even go through 2 rounds of negotiation?
Ofcourse the person will shop around and if they get a better opportunity, they will job hop for sure - wouldn’t you ?

And this has nothing to do with the fact you chose to not compromise in anyway. This is what ambitious people do. She might do it sooner than if you had come up with something, but how she gets treated from now on will have a bigger impact. You have her for at least a year unless you treat badly or better offer comes in before she starts.
If she were smart , she would always look around for better opportunities. That’s what ambitious people do. Would you not leave for better opportunity?
If you think she is capable, then hire her and treat her well. Trying to project what someone will do just because they bothered to negotiate is absurd
That wasn’t really the question or the concern. I am aware of the concept of negotiating salary and finding better opportunities. I was merely curious about HR’s comment that rescinding the offer being impossible. And what the laws were around it.
I don’t know about the legality of it but rescinding the offer because the candidate tried to negotiate would be super shi11y.
Makes no sense why all of the context in your question above was necessary. It could have simply been “is rescinding an offer illegal in the US”.
But anyways, technically you can rescind, not illegal, but reputation is a whole different matter and HR definitely cares about that.
HRs treat prospective candidates and potential hires very very differently. So, don’t confuse the two.
Thats nothing to fear if you believe in your company and the quality of work you’re doing. People only leave places they do not like. Just keep the peace and you should be fine.
