You shouldn't mention cost of living and should center conversations around previous salary...seems like a no brainer
Why would you worry about the cost of living?
You think they charge clients because the cost of living is lower? You should care about your brand and your bottom line. 15 to 20% on top of current salary if it's a promotion or added responsibility. No less than 12%.
I agree with MC1. Get the bump and cheaper costs.

I think it's a good question. If I was staying in DC, I could negotiate say a 15% or so bump. I can't really do that if I'm moving to a lower cost of living area.
