Recruitment happens year-round, with the main recruiting cycles happening 4-6 months before the end of the semester. Generally you'll need at least 2 yoe to avoid needing a master's. NL is usually quite strict on this, but sometimes in Europe there are bachelor analyst positions.
It is definitely possible to bypass the Masters requirement. I think this mostly depends on the type of consulting. Technology related consulting does not always require a Master degree, while strategy consulting (very often) does. My (non-Dutch) girlfriend went to a big4 straight after her Bachelor without any work experience.
Depends on the firm. Generally you'd want 2ish YOE. Do you have citizenship/right to work? That can change the time as well
