there are cost of living calculators that show a salary of X is equivalent to a salary of Y in the new city. research it and pitch it as a cost of living adjustment.
if you were moving from Manhattan, Kansas to Manhattan, NY - I would hope you’d get a bump.
It’s definitely appropriate to ask about and negotiate a higher salary.
Negotiate salary before moving costs. Moving costs are often taxed at an insane percent and sometimes come with restrictions, ie you may have to pay them back if you leave within a year.
Yes, if you're coming out to SF for example you will need that money for the crazy stupid rental prices.
Is it a lateral move Jr. AD to Jr. AD? It would be appropriate to at least ASK for the salary raise. Hard to ballpark a percentage as we don’t know current salary vs cost of living, however, research the area and how much jr. ADs (or whatever your title will be) are making there and eye that number
You should be adamant about a cost of living raise. Anything else is a bit less likely, and you should probably focus on just getting out there, first.

Yes it’s appropriate. Otherwise it’s a salary decrease
