I’ve freelanced at Publicis agencies and found the full-time staff (especially Executive and
C-suite level creatives) to be arrogant and sloppy. So maybe it’s subjective.

Is this a Publicis-wide thing? I’m working with a sloppy freelancer that doesn’t know how to email their working files and thinks I can do it for them

but i do have to go back into every file the freelancers work on and clean up
Sorry, but your manager has intentionally crawled under the bus. They either know the mandate they’ve been given and are intentionally ignoring it, or they’re not paying sufficient attention to their role. Either way, it’s not your problem to fix or save them, let them FA&FO. And afterwards there may be some more room for advancement in the OTG chart, ya know?
Listen the only thing that matters is that you have enough billable projects. If you need more, ask for more assignments, or at least have a paper trail where you asked. If you can also avoid emails where it’s only you & your manager, even better. Like maybe tack on a resource manager for your department? Insufficient billable work is going to decrease your utilization and create a red flag if over time you remain underutilized.
It makes sense. Means no one is talking layoffs. But it would probably raise more questions if they let feeelancers go and then try to bring them back. They may have to prove 100% funded of everyone (which is nearly impossible). More people is better. Sometimes you have to play the game to keep more people. You could ask about holding them more accountable in the sloppy arena. But your manager is most likely doing your department a favor.

Talk to your manager directly. You are only on unbillable projects?
first, bill the true time. If their scope was too small for everyone’s hours, that’s on them, they at least can give you an alternate billable code to roll your time over to. stand your ground -
Don’t know your situation exactly, but this is how I try to navigate similar situations:
“I see that you have locked the job code, but I still need a place to bill my remaining hours.
All my work last week was for this client project, which makes it billable time, not Administrative or Personal. If the current job code cant be unlocked, please can you provide an alternate billable job code so that I can bill my time?”
