How long does your firm wait to tell you your compensation after a promotion?

Promotions went out Jan 3 and compensation will be revealed late Feb. Is this typical?

I had a great review and a 5.5% raise and a great bonus at my company. But I also got a new Director and a peer manager of mine left the company, so I will be absorbing her team. I accepted a $115K base salary, 13% bonus, 10k sign on bonus (scientist supervisor) job and two weeks later, got a $135K base, 17% bonus, and 15K sign on bonus (Senior scientist role) offer from another company. Should I accept the new offer ? How do I tell the previous company about this? Also, I’ve already negotiated with the first company and the $115K base is the negotiated salary. I have 14th march as a start date and I don’t know my background verification status.
