In Europe it’s prison, in the US exploiting employees is part of a very short game of chicken.

Missing payroll is a sign of financial trouble. In some cases if it’s for a day or two because of a glitch or some short term cash flow issue it could be a one time thing. The company will pay fines to the state if reported. At a startup founders may try to offer equity or some other non cash comp to keep things going.
Once you get that paycheck deposited, go ahead and leave. Of course you can wait till you find another job. But I won't entertain this kind of mess anymore like I did in the past.
