It’s her first job. What experience or leverage does she have to negotiate on? My suggestion would be to ask for a raise in 3 to 6 months. Or she walks and find another job. By that time, she would have some leverage to negotiate.
She should always negotiate. It's just a skill that every employee should have. She'll probably be getting tips, and that will help her, but negotiating is just a good skill to have.
Depending on the restaurant, negotiations are unlikely to go anywhere, but she won’t know if she doesn’t ask.
Typically in the food and beverage industry those who make tips like hosts, servers etc are all paid minimum wage. Only non tipped positions typically are eligible for raises or those with a lot of additional duties such as being a lead server or lead bartender etc. a host is an entry level or starting position at a restaurant. However it doesn’t hurt to ask. I would suggest she is prepared in explaining why she deserves it in experience etc.
She should try to negotiate, that's a pretty low wage. I'm assuming there would also be income from tips, but still, it's low. In some states restaurant workers can be paid ridiculously meager wages as it's assumed the tips will make up for it.

What is minimum wage where she lives?
Negotiation suggests you have something to offer in exchange - if it's her first job, what's her leverage? Agree with the other commenter saying to take it, then use good performance over the coming months to negotiate a pay rise.
