Different US city is possible, but going abroad is like going to a different company and probably not gonna fly
International assignments are typically for those who have shown they are high performers. Take a step back and ask yourself if you think you deserve it at this point in your career as a staff. If not, prove you do, get on an international client, talk to partners (they have to sponsor the international assignment), and the opportunities will surface after a few years.
You probably gotta start at SJ and lay some ground work first. That being said, I got put on a 6 month international project within 4 months of starting as a staff 1. Heard about an opportunity and just went for it. Make sure you talk to the right people and let them know your career goals, including whether international work is one of them. Note that asking to transfer offices can be a different story though with more red tape.
Staff 1 don't get sent on international assignments right off the bat. They may get sent if there's a client need for a resource, but the firm is not going to commit its own resources to send a new staff abroad. Those opportunities are given to people that have provided value to the firm. As a new staff you've not even begun working for the firm yet, certainly not provided any value yet. The opportunities are there later on.
OP, sounds like you want a permanent move. Everyone else here is talking about international rotations. What you are really looking at is saying "hi I was offered a job with PWC US [example] buy I'd instead like a job offer from PWC Australia [example]." Unfortunately the recruitment process does not work that way. You must apply directly to the other firm. However, why would the foreign firm hire you if you have no demonstrable experience? Now you're in the "super not gonna happen" boat. So your best option is to take the US job, work for a few years establishing experience and focus on the move abroad. Network and make the connections you need. Then when the time comes, apply for a job directly with the firm you want to work for. Having a PWC [example] on your resume gives you a foot in the door, but you'll have a while leg in the door if either a) you networked and know people there already or b) someone else (partner level) will vouch for you (setup an introduction, give a recommendation, etc).
Very very rare to go on an overseas assignment as a Staff. It can be done, but you would end up way behind in terms of training and knowledge. You likely wouldn't be trained in US GAAP overseas. You would learn IFRS or GAAP in whatever country you were in. That could be a benefit to some extent but if your plan is to ultimately try and be a partner in the US it will likely set you back a couple of years. I went to London as a heavy manager. I met an audit staff in Newcastle on a business trip there, so it can be done but I know he wasn't doing any US GAAP work. If you are not audit but tax, overseas rotations are more likely at manager and above. It would also help to be in ITS as close to 85% of tax rotations are ITS professionals.
There are lots of service lines outside of audit...not sure why everyone on fishbowl seems to make the assumption that every op is in audit
