If they want you to work until a certain time, they need to plan to allow you to finish ALL your work at the same time. Funny that the same people/companies that want you at your desk and ready to work when it's time to start don't want the work done and you ready to leave when they want to stop paying you.

When I used to work the phones that could be a real problem. And management never cut us any slack. Their explanation was that we never knew if a call would take three minutes or twenty, so we were supposed to answer anything that came in. Of course, we got good at hurrying calls along if need be.
I can imagine how tough that must’ve been. Calls really are unpredictable, and it’s not fair when management doesn’t account for that. Glad you found a way to handle it though!
I think your first manager was right on, it's important to give people the time to do the work that they need without being interrupted or having to stay late. All good managers should adhere to this.

It depends on labor costs,if the administrative budget can afford every representative going over company's time then yeah, give them the Lee way to keep working but if the overhead is short then cut them all at the same time. It all depends how much money is in the company's basket. Affordable or not
Totally fair—everyone deserves to wrap up on time. A little flexibility at the end of shift goes a long way for morale.
