It sounds like you should have had your resume ready when you noticed the peculiar meetings weeks ago. And, in this economy, it's advisable to always have your resume ready. It's like having a go bag when you live in an earthquake zone. The meetings could presage layoffs, but I assume you've also got insight into how the company is faring, and that should also be illuminating.
Those are big red flags. Any mention of hiring freezes or raises/bonuses being reduced or eliminated are too. Maybe there's an innocuous explanation for all of this, but I wouldn't bank on it. I would get my resume updated and start applying if I was you.
