A1 is way wrong - chargeability is heavily scrutinized these days given the state of the practice. Unfortunately it is somewhat out of your control, but so long as you do have a decent CC and some good relationships with leadership you have a shot.
Get a good CC. They don't really look at utilization that closely
Agreed with M1 - it's going to be a tough year in terms of promotions in AS. Chargeability is definitely going to be considered and used to make decisions.
Better question is why. Did you help on strategic business development or internal initiatives that are not billable?
Well to get promoted with low utilization you'd need to be winning lots of work or leading internal stuff
Well. My CC (SM) said it pretty confidently... but that may be because I'm in a small, new-ish group and have lots of access to the leadership in the group.
Which group are you in, @OP?
Also OP - 70% should be fine for a promotion - don't let it slide too much below that
Just try to stay chargeable for the rest of the year and you should be ok!
