It’s been a long time since I lived in Phoenix but the streets side of the city is nicer than the avenues side. If you can’t afford Scottsdale I would live anywhere N of Indian School, E of Central before moving to the far west valley.

I live in Scottsdale. Stay away from the west side aka the avenues. If you have the citizen app, check it out. The west side always looks like a war zone. Everywhere is expensive in Arizona. Parts of east Mesa aren't bad. Queen Creek isn't bad.
Man if you're gonna live in Queen Creek and commute to Phoenix might as well save some money and just move to Maricopa IMO.

What are your requirements? And where in Phoenix do you need to commute to?
Chandler / Gilbert are nice, family friendly, and fairly low crime. Have heard your dollar goes farther in Glendale/ Peoria, but the commute to and from Phoenix can be bad. Parts of Mesa are nice, but can turn in just a few blocks.
Mesa is good. Ahwatukee is family friendly too. For Phoenix, though, check out North(ern) Phoenix (North or North Mountain) and as long as you are close to the 51 the commute isn't bad. Glendale is OK close to Phoenix, gets better the further away you get.
Avoid South Phoenix, Tolleson, and the Alhambra area if you can.

What’s your price range? Most of Peoria/Glendale is safe but they’re just far from stuff.
Ahwatukee. My aunt & uncle have lived there my whole life, nice area not far from phx and great access to South Mountain.
Initially will be a bit rough commute until they finish rework of I-10/60 interchange
