In the upcoming fiscal year of 2022, the USCIS has made calculations on the number of H-1B visas to offer to randomly selected applicants based on acceptances, rejections, and revocations provided for previous years. The initial lottery selection for the H-1B registrants was provided for in March 2021.

More legislation is in the works. Immigration is hard to build consensus on, but there seems to be consensus on this - 65000 scrawny Indians take American jobs every year, so let's prevent that.

OP, I just read an article. Seems like the legislation aims to give higher priority for H1B Visas to high performing foreign students in American universities rather than to those coming in from other countries. Seems reasonable but I might have come across a biased article.

I agree with the goals, but I think having the federal government decide the relative merits of applicants is hardly the best solution. The house Democratic plan to provide visas to applicants being highest pay relative to local pay would have been a better solution.

So it's what I thought.... all this will do is make the one of the few bright spots of us industry less competitive globally... Americans are terrible at math and science education and it makes no sense to restrict access to global think tanks...
That's a generalization OP, and anecdotal, not unlike much of the opposition to H1b. Yes the visa is used to outsource a lot of jobs, but that will still happen if they were abolished. These jobs are being offshored, H1b employees are just visiting the US to facilitate that. And it is a myth that the workers replacing them are low skilled workers needing to be trained by the workers they are replacing - they have the necessary skills, just don't know the job- things like processes, tools, infrastructure etc are usually specific to a company and need to be transitioned.
D1 - what do you think H1Bs are used for? Probably the bulk of your foreign colleagues at Deloitte are on H1Bs. Companies pay top dollar to bring people with skill sets not available in bulk in the US. It's not that there aren't people with the skills and the knowledge here, but there's just my enough of them. In general, people that come here on H1Bs are the best and brightest in their respective countries, looking to come to the US. Training mid-tier US talent to do a job won't ever be the same as importing the brightest from elsewhere...
D2, preaching to the choir, all I was saying is that most of the opposition to the visa is not fact based, and the most egregious example cited has a simple explanation
