I’m assuming you’re interviewing for public sector? If so, I can only speak for how these roles operate on the Advisory commercial side. PS salary also trends much lower in terms of salary compared to commercial.
SA vs M are obviously two very distinct levels. At the M level, your involvement in sales is critical - both BD and managed revenue. As an M, you have a well-defined niche and lead projects either as an individual contributor or overseeing other M, SA, or A. Salary for SA can go anywhere from 90-115. M can range 120-200. All depends on your experience and if you have a in-demand specialty.

M for public sector can be under 120? I'm in public sector already (in DC area) as an M and make $145K base. That doesn't seem to line up well with other public sector work in this area unless you mean outside of fed/DC area? I have a recruiter from GT trying to talk to me and I'm worried I'm gonna waste my time with some BS low-ball mindset. BAH, Deloitte, etc. all pay more in the DC area. Also does M have sales/BD targets? If M has sales/BD targets plus a low-ball salary that's laughable.
Yea Grant Thorton tried to lowball me with around 70isk and I had a clearance and 5 years exp. This was around 1 yr+ ago. The hiring manager was surprised when I told them I had a $95k+ offer on the table.

Grant Thornton has made no promises on bonuses or pay increases for 2021 after freezing them all besides promotion for 2020. Unless you are getting a nice pay bump and are content with no wage growth for a year or so stay at Booz Allen. We keep using “uncertainty” for our reasoning behind it but our revenue also increased during the pandemic.
They specifically said the bonus pool is doubled this year haha

SA pubsec can be as low as 50K, PubSec M1's w/ 6yoe can still be making under 100K.
It's all a mess of inconsistent factors ultimately based on your starting salary. If you started behind, you likely won't ever catch up.
There aren't real pay-bands for PubSec, just a salary ceiling for each level that if you happen to hit it they'll force a promotion or stop increasing your salary
