During a good year, it may mean so long as you’re not in bad standing due to performance issues. During a down year, it may mean you have to be hitting your billable target. I’ve found it’s highly discretionary like most things (unless of course your firm actually defines somewhere who is “qualified”).

It varies firm to firm and is based on a variety of factors. Things that can make you non qualified include : violating time entry policies (too much late time), not meeting a pro bono requirement, not meeting a non billable requirement such as client development, not being in good standing with the state bar, bad performance reviews, HR issues, out on disability etc etc.
But if you’re having issues to the point where you’re not qualified, the firm has probably already let you know, I don’t think it’s going to be a last minute surprise to anyone.
