It absolutely puts a stop to it. There won’t be any external hires. as mentioned earlier though, being referred doesn’t mean you’ll be interviewed or contacted.

I genuinely hope that this tidbit makes you feel better: the last 12 (twelve) times I was "referred to the hiring manager," i got absolutely NOTHING, not even an interview. just absolutely no recognition or consideration or any kind of contact at all after "being referred to the hiring manager" for twelve different applications.

In 2017, I had a tentative offer but the hiring freeze came before I got my final offer. I was in limbo for months, but eventually got the final offer and have been working there since.
I don’t know if they’ll have to start from scratch, but hang in there if you can. Also, depending on the job and the agency, there may be a waiver process to fill the position. Don’t give up yet!

If you aren't completely onboarded by Feb 8th, then all job hiring is frozen for 90days. No external hires or internal movements. My supervisor just now told me that.

Latest is the White House has asked for a list of all probationary GS employees, so my guess is they'll soon be on the chopping block. It gets worse every day unfortunately.
Is there a complete freeze on jobs? i literally can't keep up with all of the news coming out right now and all of the proposed changes. Can't tell what's real or what's rumored. I know that if I'm having this feeling, people must be having it all around

It depends on which federal agency you’re applying to. I had an interview yesterday (yes, after President Trump issued the E.O. implementing a hiring freeze) with Customs and Border Protection.

Doesn’t exactly look great. The hiring manager should get back to you with more details though. Might be just as well, we have been concerned about the cuts and many people have been considering jumping the ship and going private. Just a lot of waiting right now.
I figured the same, business as usual and I’ll stay at my other job and keep watching. I didn’t see that one coming in the exec orders that’s for sure
