We're pretty busy regardless of the weather. Aside from cleaning and potentially prep work, I'm not sure what else there is for your team to do during the downtime. As long as they're not completely goofing off, I'd just let them enjoy it. You know things will pick back up once the weather clears.
We never really get too idle, so there's pretty much always something to tend to. But when things get slow we're lucky that some of our people are pretty good at the art of hanging out. When things are kind of slow I've heard some good stories and some really awful jokes (can't tell them here!). Sometimes you're just with a crew that can make time pass easily.
On slow rainy days, I’ve seen people turn sidework into a relay race or see who can upsell the most teas just for laughs. I usually end up reorganizing the server station just to feel productive. Ever tried making a mini challenge out of selling the dessert no one ever orders? Keeps things weird but fun.

I work in the back of the house, so we're allowed to listen to our headphones. I end up listening to a lot of audiobooks and podcasts. It helps me stay focused on my job and helps the time go by faster. Plus, I feel like I've learned a lot from the different self-development books I've read.
At that’s a great BOH activity! Harder for the front staff though…
Bring some cards! Or a crossword! Or make up another game. I've definitely played some pretty intense games of war with coworkers when it's a slow day. Anything to build team unity/have fun is normally a good move
