I've been too Vegas twice in quarantine. Last summer and feb 2021. You should go sooner. It's nice now with no crowds. Book reservations at restaurants ahead of time. Book a Cabana at a pool if you can it's a steal right now. We got a nice cabana at Aria for $300 - unheard of - last week of summer. It was fabulous and everyone was social distancing. They enforce masks everywhere except when walking the strip. I used to live in Vegas and I visit at least once a quarter for the past 10 years. Clubs and shows not open.
Restaurants: you can literally google "top restaurants list 2021 Vegas" and you'll have to check which ones are open. Some places have shut down. I don't know your food preferences either so I can't recommend without asking a ton of questions first like, what's your budget and dietary restrictions?
However, I will say that I've been a patron of the Oyster Bar at the Palace Station Hotel for over 10 years now. Everytime I'm in Vegas, I make it a point to go to the Oyster Bar and this has now become a tradition. This place has a cult following. I never wait on line for anything. Not even Starbucks. But I will wait two hours in line for Oyster Bar for the Pan Roast!

if you don’t want to gamble, there are some great independent shops and restaurants in the Arts District. nice break from the strip. also check out Red Rock Canyon for really nice hiking and great scenery. circa is awesome for watching sports, too, if youre into that.
