I don’t think a) Merit based system wI’ll ever happen because Democrats’s focus is on diversity and they want to retain their future voters
b) Merit based system is not easy to define. What constitutes merit? Who decides the criteria? These are not easy questions.

I think employment based is already merit based immigration- EB immigrants are already set up to succeed. Why go through a process of subjectively deciding what is merit and who is meritorious when the job market is giving you that information.
Not right bowl, most here are either USC’s or people who got their GCs thru marriage, family or with out wait. They don’t really empathize (evident as funny response to the post) with either the fear or wait times people from India go thru.

Since you are asking, many ngos claiming to represent south asians are lobbying against the bill that removes country quotas. For example SAALT.

The reason when asked on why they are opposed against removing such a stupid 1960’s era law their director said and I quote below.

Merit or point based system should have been adopted long time back. The current country quota system is kind of racist. It basically says two people from Belgium and Netherlands are more diverse than two from Delhi and Chennai. But considering the backlog, any resolution will take lot of political capital and no one as of now looks willing to do it.
Thanks for all your comments. Here are my thoughts:
1. Country cap should remain if diversity is the concern
2. Something like Canadian / Australian immigration system would be great but with country cap
3. Family based immigration should be restricted
4. There should be avenues for an individual to apply for immigration without the help of their employer. This will empower the individual, and essentially decouple the dependence on the employer
5. Birth right citizenship should be abolished.

D1, the family based number gets adjusted down every year to the floor of 200k - even though the cap is 480k they remove the uncapped spousal and children of citizens from these numbers. So if 500k spouses of citizens get a green card a year those 500k come off the 480k and the 480k cap is adjusted to the 200k floor.
IMO this will never happen in US. No point discussing pros cons.

Merit based system ( I assumed you meant point based) like Canada or Australia is not going to solve the core problem. Indians are stuck because of fixed quota per country. So they need to correct that as per the actual demand to make it easier , which will require Congress. Given the state of country, it is very unlikely in near future. Those are the facts
