A hand written, heartfelt thank you note on really nice stationery.
I still keep the hand written note my mentee wrote for me when I went in hose - so definitely recommend that. In terms of gift it depends on the person, a nice-ish bottle of liquor of choice or wine is always safe (if they drink), a nice hard cover book on a topic youve bonded over, a nice plant can also be good if they’re the type of person who will like it.
But if you know the partner has some niche interest then just lean into that - do they love puzzles? Then get them a nice puzzle! Do they talk about their Alma mater way too often? Get them some nice alum merch. Etc etc

Offer to take them to lunch.
There is a brand of fountain pens called Scriveiner that is much more affordable (like $30-50) vs classic pen brands like Mont Blanc ($$$).

A nice book with an inscription from you thanking the partner for all they did for you - teaching, mentoring, etc. I have a couple of those and they have a prominent spot on my bookshelf, right next to the inscribed book the judge I clerked for gave me on my last day. Nothing better than a tangible memento like that.

Send them business if you can (if you went in house versus another firm).

Also since I no longer work at the firm, is it better to deliver the gift + card to the office or to show up in person and leave it at the reception? I am afraid it might be awkward to bump into former colleagues in person if I show up to the office even though I left on good terms.

In person would be awesome. And your colleagues would love to see you.
You clearly are thoughtful, kind person. Act on those impulses. A visit and personal thank you would make the partner’s day, month, and year.
