In some firms it is possible for Of Counsel/Counsel to eventually be promoted to partner. It just is not a "tracked" position

Depends on the firm. Some firms use it as an adjunct role with compensation heavily tied to what they bring in/work. Other firms use it like a super senior associate one step below partner.

Following, as I'm considering moving back to a firm from in house and guessing of counsel for a year or 2 (before a chance at partnership) might be on the table.
It’s often a holding place for someone joining the firm at the partner level to give the firm time to make sure the attorney brings the promised clients, experience, work, etc. before making them partner.
Someone with deep knowledge, or serious connections (especially with government, a former judge) that benefit the firm. But that person usually doesn't care to put in the hours or meet other requirements of equity partner and is not going to be held to the kind of billable requirements of an associate. They're usually connected to 1 or 2 matters or important clients or advise the firm or a practice area generally.
