I think you're right about it depending on the company culture. I've heard about companies that are encouraging and want people to take some restorative time off. But I've also heard stories of how trying to get time off approved brings on a lot of stress and anxiety. I have to assume the stress scenario would be more common.
Knowing its going to be stressful might mean someone doesn't put in to take holiday. It's sad.how some companies treat their employees.
If the company culture doesn’t support employees taking their time off, it won’t matter whether it’s unlimited or fixed, in my opinion. Unlimited PTO should be a huge benefit, and it’s sad to hear the stories where it was impossible to use. I’ve never had unlimited but have been in companies where taking time off was frowned upon.
Wow that's awful. How can they expect people to work at full capacity when they can't have time off. Burn out real.

I agree with that. Clear boundaries save everyone the mental gymnastics. If it is your allowance, you should not feel guilty using it ... no need to second-guess what is already agreed.

Absolutely agree. It should not be frowned upon. I bet the managers enjoy their annual leave!
Unlimited means the firm doesn't have to pay out any accrued days when someone leaves. It means, in practice, employees tend to take less days off. It's never a good thing for employees.
Knowing some people will take advantage and others won't use as much.
