Tell them it’s awaiting manager review?

I would forward the email to that manager and ask them to help you determine timing before you respond. That lights a fire under manager without throwing them under the bus and gives them an opportunity to handle the response if they want. Then respond to partner accordingly.
Why is he asking you instead of the manager? Tell him you’ll check with the manager to see what status of review is.
I agree with the response. But I do want to point out that there is nothing “ wrong” with the partner asking the staff person directly. It could be that the manager was unavailable at the time, or the partner saw the staff person and happened to think of the project, and/or the partner was using it as a means of approaching the staff so that there is some direct communication and they don’t feel like the partners are unapproachable ( even though it may have felt intimidating)
It gets asked in person never email. There was an instance prior where I said it was pending manager review and I don’t think the manager was pleased....
Same concept just ask manager in person then. If it has happened before, they should tell you how to respond going forward
