I’ve worked from hone for 13 years and they have never done that in my area during this time.

They are always in a hurry with too many packages to deliver in a day. Let’s stop complaining for everything. During these times, if one cannot even take the effort to just open the door once/twice a day and check if anything is lying just to be sure and expect delivery service to ring the bell every time will be stupidity. They are still delivering in the worst of times, appreciate it and help them a little if you can. Good luck!
I live in New York and both have been leaving packages in the front lobby or even directly outside on the street-side without telling anyone. Two packages stolen in the past six weeks. I’ve escalated complaints and it turns out FedEx has been hiring third-party drivers to drop stuff off, so quality control is near impossible. UPS was just being lazy.

Apparently its part of their covid protocol.. and i hate it.. had packages outside yesterday just chillin in the pouring rain

I had a package stolen because of this. Never realized it was delivered.
I’d be fine with them not ringing the doorbell if they also left the package. But 99% of the time I’d be home, they don’t ring the doorbell or knock, and then leave a note saying I wasn’t there and I would have to drive to pick it up! Like, isn’t the entire point of ordering online that I don’t have to do that? (Note this is pre-COVID I’ve since moved to a doorman building)

That’s true and it varies from delivery person to person. Some are good while others aren’t (can’t help).
Definitely recommend you sign up for UPS My Choice. They send an email when your package is delivered (also send emails when they get a shipping label with your name and give a delivery estimate, and an email with a link to track where the driver is on their route and see if they are in your area). Not sure if FedEx has something similar.
