The government doesn't know you are working from home.
You can declare upto the limit. Only condition is the PAN you are giving should have declared that amount as an income to avoid scrutiny.
I'm not getting. Check the HRA portion in your salary slip. If it's more than 18k, you can declare 18k.
Now, just make sure the PAN you are giving ( father's or mother's ) having home into on his/her name into that town, and it will be declared as an income ( tax free in your case )
