Why CGI is lowballing with holding offer? They're not even trying to match it. YOE -11 Offer-22LPA

I had my PDM round on previous Thursday and the salary discussion also done on that call only, I uploaded the documents on very next day i.e. on last Friday. How much time it would take to rollout an offer in IBM?
(Also yesterday I had received one progress mail from IBM, that my documents is in progress and they have asked me upload my PAN card.)

Need help from mommas with experience flying with toddlers!
