Why do roles list a salary range that is far out of what they are willing to offer? I applied for a role with the “range of $75k-$116k” but in talking to the recruiter, they’re only able to offer up to $90k

Hi fishes, I joined infosys as manual tester in trade finance domain at 3 Lpa now after almost 2 years of experience I have offer from tcs for 4 Lpa and quality kiosk for 7.5 lpa. Tcs offered me a developer role while quality kiosk offered me the same role in Testing with trade finance domain. Tcs refused to renegotiate the salary even a little. I'm not sure where I should join, any suggestions?
