Pay is not a primary reason to leave. Well it is but not to then.
Relocation is a great pitch. They can help or they can't.
Flip the question around - don’t answer why you want to leave your current job. Your answer should highlight what you love about the job you’re interviewing from (it will also imply that you’re not getting enough of that at your current job)

So far, I didn’t mention pay is the issue in my previous interviews. I do have another reason “Less innovative work place” but these two (location, less innovation) reasons kind of not working. Just breaking my head to put these in a better way.
Well, I asked the hiring manager. Sent her a mail that I want to talk to her for some feedback. She was generous enough to tell me the reason. “Your reasons for quitting wasn’t convincing enough. You sounded like you love your current job”.
Hmm maybe you didn’t phrase it right. Usually people just say it’s not a good fit due to culture. Then you can point out your firm not being receptive to innovation as an example.
