Here's the answer that you're not going to like: you're doing it so he doesn't have to. And his boss told him to do so. And yes, he's doing half the DM's job.
The reason for this is to show that you can do the job, and be promotable. But the fact that you know you're not going to get the promotion is extremely frustrating. And that defeats the purpose. Unfortunately, that seems to be more and more common lately.
There have been plenty of times that I have given my SLs the work the ASM would be doing, but that is specifically so they can demostrate that they are ready and able to do that work, because they ARE being considered for promotion. I'm sorry your company doesn't value you enough to use their situation in that same way.
How do you know none of you is getting promoted. Perhaps you are the one your SM wants to promote but he is getting resistance from higher up. Perhaps you are.being tested, groomed for the job and you doing some of nit will give your SM ammunition to go to higher up on your behalf. I used to tell my junior leaders that the day I stopped.pushing them to improve and.grow was the day I figured they weren't worth the effort anymore.
Welcome to modern day retail, the ASM role was eliminated in most stores at the company I’m at as well. And a full staff and no hours/payroll to give anyone, and when I ask about coverage and payroll to my DM, she wants to question my schedules, which are bare minimum 2/2 coverage per her expectations and when I say that some of the staff is voicing their opinions about the lack of hours I get asked…”Do we need to let go and rehire?” Ugh
Let go and rehire? Wow, didn’t even try to pander. Like my company (and previous ones) know they’re being shitty when they bump us down to 2 coverage but they still try to encourage me to somehow convince the associates who need more hours to stay on. They (DMs) don’t cry if someone leaves because they’re not getting hours, but they also don’t just tell me to let them go when they bring the hours issue up.
I imagine it would be his or her responsibility if you didn't do it, so they are trying to push their work off onto you. It's frustrating and I would call it out, but who knows how they will react.
Perhaps you can have a sit down and negotiate a raise?

Trickle down effect is a polite way to put it. It can also be expressed as "stuff rolls downhill" (I cleaned up the language there). There will always be people passing duties off on their subordinates. It's not good management technique, of course, but for some people it becomes something of a sport to see how little they really have to do.
I mean if you read it, the SM isn’t passing off their duties. There is no ASM, so SLs and the SM are having to pick up slack from that role either not existing or not being filled. That’s not the same as the SM trying to do nothing and make the SL do their job.
I swear you work at the same place I did. They will do whatever they can to get the most work for the cheapest price. I was a cashier running the whole front end of the store, photo, daily weekly tasks, whatever else they could get me to do. I was the lowest paid person!!! Ohh and somehow I always trained the new hires
I guess I’m lucky that I don’t have a SM that treats any of us like that. Definitely one of the best SMs I’ve ever worked for and I’m thankful for that. I’m sorry you had to deal with that. My current job is also by far my favorite place I’ve ever worked but I’m trying to get out of retail/customer service. I wouldn’t mind opening up a similar store though.
