How enforceable is a non-compete moving from industry health IT company to big 4?

When choosing company health plan level options, (they pay mine not family’s) do you go for the gold (low deduct/co-pay) silver or bronze(high deduct/co-pay)?

I accepted a 95k systems engineer role in VA with KBR and is currently going thru a clearance.(MAY START DATE)
Northrop offers me 92k w/ 3k sign on which is 30 min from home in MD for an associate systems role. They also want to give me a clearance but it will start as an interim so I can work sooner than may. MY DILEMMA: Kbr states that they know I need money now so I can accept an offer with Northrop to see if I like it until may.BUT can I have 2 security clearances running at the same time?
