Are you talking tinted windows modded, or do you have a donk on 30s with a Hulk paint job?

I sold 2 cars in heavily modded. Both times buyers sought them out and one drove from a state away to buy it. If you price it right and can wait for 1-3 months there are usually people out there that value mods who will find it. I priced mine as follows:
Blue book fair value + 50% * (mod parts + mod install costs). I provided a spreadsheet with itemized mods and service records that showed I cared well for the car.
That way you recoup value of mod investment, the buyers gets a good deal since they value mods, and you don't go through hassle of parting out and trying to sell mods. I found buyers through the car forums (in my case Audizine and Audiworld).
What type of mods?
I had a blacked out lifted jeep on 35s and I definitely didn’t recoup the money when I sold it but I’d do it again because I don’t want to drive something boring.
Depends on the vehicle, effort to return to stock, and target buyer audience, though.
