Yes, i've declined twice (not the group I wanted and was testing the waters) and accepted after my third year trying.
So you can only try once within 1 year?
There’s no hard and fast rule. I did just recently have an applicant rejected though. We made offer. He rejected offer. Reapplied two months later with a different group. Group contacted me and I suggested they not bother with interviews.

I think you can. We’ve extended offers to folks whove declined (decided to stay at their current positions for whatever reasons) and then hired them like 6 months later when they reapplied.
