Is there a reason why they may have bumped you down?
I was in a similar position, but despite not having as much management experience, they bumped me up since I had more domain experience. Could the inverse have occured on your end?
Unless you are unhappy at your role or job is completely dead end, the new opportunity doesn’t seem anything special. You will be able to find more after April. It is always difficult to go back if you have already setup / accepted the expectations with recruiter. If not, you should definitely negotiate. You can find similar jobs after April also.
Yes, how were the expectations discussed or setup during the process? Definitely sounds like a downgrade based on your post and 10% hike is probably not worth it. Seems you are doing well in your current org (early promo)... what’s your motivation to switch?
I was told at the beginning that I might not have enough YOE to qualify for the manager role so the offer wasn’t a total surprise, but it does feel like taking a step backwards because I’ll have to earn the promotion again. Just looking to do different work, I feel like I’ve hit saturation where I am now and I’m just not excited about it anymore. This startup is in a high growth phase so just seems much livelier!

When you say fully vest.. do you mean RSUs or 401k.
Is it early april? That's a while away. If a company wants you, they will pay you the bonus as a sign on and have you start EOM as expected. If they can't and still want you, then they will flex. But that's 2 months away which i think is harder to negotiate esp when it wasn't brought up to recruiter.
Had both happen. But mine was 1-1.5 months away...
401k, and it’s actually mid April so a little farther still. I feel like the company is growing too quickly to defer a start by 2+ months but this role has been open for a few months as well
