I’d probably take it if the title bump sets me up for better pay down the line. If the work is manageable and adds to my experience, it could make future job searches easier. But if it’s just more responsibility with no real upside, I’d think twice. Sometimes waiting it out is the better move!
The title shows you the company appreciates your efforts. It also indicates the company may be financially unable to give raises in this difficult economy. Take the honorific with due gratitude, as long as the title doesn't come with more responsibilities for the same money. If they are just playing a shell game with you, take note and take appropriate action at the first opportunity. Don't jump out of the safety of a frying pan into the uncertainty of a blazing fire.
It's two different companies. My current one gave me a 10% raise this year because I had asked for a promotion and they said I deserved it but there "wasn't a business case". My other concern is that my bonus paid out partially this year and it sounds like the new company's didn't which would make a different in $ but they believe there will be a bonus payout next year

Definitely would. There are a lot of factors other than pay, namely quality of the company you work for and who the leader is. I've worked in a lot of companies at different pay levels and have been very happy in some making a bit less and miserable in others making more.
For me, the attractiveness of the job is 60%-70% fit, culture and managent and the rest compensation.
it really depends. why is the new company paying less for a higher title; could mean slow growth internally or they're trying to lowball desperate people. also, what other benefits do you get from it (better location, wlb, incentives, culture, etc.)? if all else equal and it's just a title bump, i would go for it.
