Is it worth it to get a professional certification like SHRM/PHR? Not many of my colleagues have one and it’s not a requirement for my role, but I’m curious if it’s worth it in the long run

This is kind of insane - I honestly doubt someone is able to coast on more than one job as an engineer but it continues to be a thing.
How do I make it clear where the problem lies on a massive failure that affects an entire team without "throwing someone under the bus"? It will seem like my failure, and will be damaging to my job if it is attributed to me, and that might happen, because the responsible party is wiley.
I was laid off from a resource management role, working with employees approaching or on the bench, working with managers to staff projects, and support functions like report creation, scheduling, etc. Roles like this are few and many large consulting firms have frozen internal hiring. Do you think it would be beneficial to get a SHRM cert? Would that help get a "talent related" HR role? Worth the money? I have a background in recruitment as well.

Currently make $175k as a newly promoted Manager in big city and have an offer for a Project Manager role at a huge retailer for $120k but in very low COL city (where I have a house and want to live long term). I know I want to leave consulting (hate it) but not sure if I should jump at first offer...
Best feeling is landing an offer with a 40% raise before layoff, then getting the HR/Partner invite and telling them they could've saved $25k severance because you were about to quit the next day. 😂
