Who generally holds the press conferences?
The Mayor is the only one really.
So if press conferences are held at city hall — I.e., public property — then the conferences are already open to the public, generally speaking. Why the need for an ordinance? For a specific notice to be sent?
the research I did shows that press conferences are considered "limited public forums" where "time, place and manner restrictions" can be imposed. So she can set forth rules. The examples I found for restrictions in a limited public forum is when a court requires that no one say anything in a courtroom unless they are an attorney or a witness on the stand or that some government buildings prohibit any sort of protest or speech within the buildings themselves, allowing the government workers to work unimpeded by any sort of disruptions around them. Based on these examples, it appears restrictions are allowed.
It's a pissing match basically.
You're correct though, if it's held in a traditionally open space then it's open to the public but if she holds a press conference in a meeting room not traditionally open to the public then it may be considered a limited public forum where she can impose restrictions.
