generally speaking, do government agencies actually demand more from you if you’re in a higher vs. a lower salary tier/division e.g., I vs. II, II vs. III, III vs. IV, etc.? Perhaps there’s a difference between maybe I and III but is there a significant difference in responsibilities and performance expectations between II and III, or III and IV for example?

Qualified Dividends: I’m expecting $650-$750 qualified dividend in 2021. Salary and base about $250 total. Questions: what tax rate will the qualified dividend be taxed at? The 15% or 20%? Returned from maternity leave, I was offered a Revenue Operations Project Manager. I was given a 4% raise (next to nothing), I was asked to sign the paperwork upon my return which was strange. On day 1, got to know almost 4% raise was given to the entire company as compensation adjustment due to inflammation. The plan is to find a government position that would involve more substantive litigation and trial work, then leverage that into the private sector a few years down the line.
