Generalization here, but I've found the best agencies do their own talent recruiting. To the point where an agency using an external recruiter is kind of a red flag.

Ext. Recruiter: No, you need my expertise and database.
Agency: What expertise/database? You’re just posting on LinkedIn.
Ext Recruiter: That’s how I build my database.

Your internal recruiters could probably fill the jobs if they ever responded to emails and developed relationships with talented people instead of just ignoring everyone until they absolutely have an opening they were trying to fill
