Accepted an offer for an internship from a company but the second company I was interview with offered me a job a week later. How do I politely decline the first job even though I’ve already signed the offer?

The HR says the delay is happening because the people who need to approve are on leave. Are they playing around or keeping on hold? Do they actually release offer after this much delay? The hiring manager was very straight forward with me that I was his top candidate and I was told all other interviews were very positive incl CMO.
