Do you already have an offer? If not, you should be prepared for about 60% of your current pay. The salaries are lower in the UK. Cost of living - its comparable to Manhattan or San Francisco. Its the combination of lower pay and higher cost of living that hits you.

Living cost: similar to NYC. Canary wharf, Greenwich, tower Hamlet's, Canada water have relatively newer apts. If you are by yourself I would recommend a flat/apt share. Look at apps like spare room, right move, etc.
You would not need a car, esp. if your planning to live close to Central London or the city.
PR depends on your type of Tier2 visa. For instance, your time on a Tier 2 general visa will count towards getting a ILR post 5years but tier 2 ICT wouldn't.
Agree with M1. If you want to reduce cost further, you could stay on the end of jubilee line (for canary wharf) like Stratford..
