Sounds like you very clearly need to be in NYC if you want to work on high rises. Very few if any California firms are doing high rises with regularity. KPF, SOM, etc. all based in NYC
I've worked in both SF Bay area and current practicing in NYC. There are good firms in the Bay. The pay is better out there. The cost of living is obviously both high. I prefer it here due to lifestyle reasons. You can find decent firms doing interesting design projects in both cities
