It is not mandatory for civil events, we generally wear it because it is an honor to be able to wear it.
I don't think so? Maybe when it's a work function, then yes. But if it's got nothing to do with your job, I think you can wear regular clothes.
It is up to you. As the first comment said, it is an honor to be able to wear the uniform, so you shouldn't worry about whether to wear it or not. If you're comfortable wearing it, do it!
There are no rules against it. However, considering it is a wedding and those can be delicate, I would make sure to ask the couple if they're okay with me wearing my uniform to their wedding.
