If it’s not written in a contract, it’s meaningless. Theyre saving a boatload of money on you and will drag this out forever.
Resign and youd be surprised how fast theyll find that money.
Congrats on the new gig. Go for it.
In 2022 old place can contact you if they are indeed going to fill that role at your level and salary. Long term freelance is only worth it when it is at your day rate.
My point based on OP situation, don’t reduce your rate for hollow promises and really you should not reduce at all if your rate is fair. That has nothing to do with hourly vs. weekly. I’m a full-time freelancer, fyi.

Definitely take the new gig. You don’t owe the agency anything and they clearly don’t have the ability to deliver on what they owe you.
Just tell them what your new rate is. If they say no, go freelance elsewhere if possible.
Take the new gig and tell your old agency that you’ll check in again in 2022.
