Promotion was with HR to be approved...am I being paranoid for worrying the current world situation could significantly delay it?

What is the path to a GC for a senior associate on a TN? I’ve been with my firm since college (2 years) - firm policy is that they initiate the process after a two year tenure (and provided you are senior associate rank, at minimum). Will I be able to pass the PERM evaluation? If not, would things get easier with a subsequent promotion? Or would it be best to lateral to a new firm and start the process there? Sorry, super green when it comes to this
I’d love some help thinking through this. I’m currently renting for $1600 base ($1800 total) and live in the least desirable part of town, and expect it to raise to about $2k/month. I was planning to buy my first property in the city and Airbnb part of it, but it will take me about a year to save up the cash (~$500k starting). My dad was talking to my long term bf about setting life goals, and told him a story about a family friend whose wife had a large corporate job and her husband “was the stay at home mom” (said in a way that was clearly meant to be a dig at the husbands masculinity). Since George Floyd's murder and the sudden Corporate America "wokeness," I (black guy) have been routinely contacted by unacquainted Partners who explicitly state something to the effect "Client X wants diversity, so we'd like you on this deal..." It really comes across as tone deaf and completely patronizing. I appreciate the efforts to diversity (albeit forced), but Partners really need to learn how to not be so supercilious in the approach. You don't have to overtly state that I'm the quota.
Has anyone else found HR timelines to be a crawl during all of this year? Top 5 bank or smaller bank, it’s totally glacial pace, it doesn’t matter. I try to normally be engaged and quick with stuff client side or internal stuff but it truly blows my mind how slow HR is on things. Like if I was to be this slow client side, I’d be fired. Does anyone have similar experiences over the past year?
