I am offered 15L fixed in Accenture global strategy and consulting ACN which is very less considering I come from big 4 where I will be missing out my bonus if I join Accenture now.
Also they are offering level 11 (analyst)- Is is not correct to ask for Consultant designation ?

For reference, I billed $400k in fees last year and have consistently ranked at the top range for utilization. Received great feedback from MD, was told employees typically receive a 3% raise for a non promotion bump, but since I was a high performer they increased by 4%. Feeling pretty demotivated as inflation was 2.5% last year... any advice?

Comp seems low for NYC. If 3% is the standard non-promo bump, then 4% sounds reasonable.
Either way, I'd look elsewhere, as that looks like comp is pretty low at your firm unless there are very substantial promo comp bumps.
Unless the promotion will come next year and you expect 30% or more I agree to EY1
