I have heard the federal practice is rough / abusive from several colleagues who left federal practices. If the salary / role makes sense it could be good temporary jump.
I was thinking of making the jump for a year or two tops and heading to b school...rough and abusive doesn't sound fun. Current gig at BAH is as stress free as it can get.

What horizontal in fed?
Do it! Public Sector is great if you like the work/client base. I made the move from Federal to commercial and it took about a year.
Like PWC 2 mentioned it can be relatively simple to transition out of fed. There are plenty of practices who would take on an experienced senior associate. Once you hit manager, crossing over could become more difficult.
What comp are we talking about?
OP I'm a Sr. Cons leaving BAH also. Heading to Deloitte federal. BAH underpays so much but you are right, stress free. On the flip side, I'd rather be in a challenging position now while we're young.

Making high 60's right now. Don't know a specific number from PwC but just by knowing the market in my area, I know it will be at least 25% increase. Side note, what kind of tuition assistance does PwC offer?
