As an ex Amazonian who aspired to make a similar move , as per the policies until last year ( until about August 2019), one can't transition internally through IJP from an L3 to L4 role . For that to happen there are a lot of approvals required from both teams , which the higher ups of both the teams wouldn't want to go through as it is a long drawn process and is done in exceptional situations when they are totally unable to source a suitable candidate from outside.
Also despite these even if you'd like to be considered, to land an interview chance you should have implemented some data science solution in your current role so that it counts as a project where you have implemented analytics and proved your capabilities in the same.( Presuming that you're into an Ops team now).
You can make use of Amazon mentoring ( a portal for Amazon employees to network and get the help of someone who is an expert in the fields they desire to gain skills in ) , send mentor requests to someone who is in the role you desire to be in or in the team you desire to be in or in a senior role in the same team and has the intention to help you, sharpen your skills( i.e to the level of what Amazon DS teams have to offer) , practise with their guidance and try for a move. This will ease your interview experience as Amazon DS interviews are considered to be very difficult.
All of this would require a lot of time but would be worth it.
On the general policy front: if you finish 6 months in a team in Amazon you can apply internally for movement on your same level (i.e L3 to L3) for any role . Amazon jobs portal - click apply . But before that I) talk to the recruiter of the opening you're interested in and check if you match the criteria and can apply. ii) talk to your current manager about your intention to move . After this you would have an interview scheduled which if you qualify you'll get an offer letter with the date from which your reporting and team would change , which once you accept your movement will be confirmed :)

Thank you. I have also seen and heard that in many companies they won't let you move to technical role reason being spent many years in non-technical role. In that case how can I convince my manager to support me..
