As an ex Deloitte, I can say that regardless of what the contract says, you should be able to negotiate on this. Escalate if it is not going your way.
I actually asked HR about this last month and they said we don’t have to pay back if your termination is due to loss of work authorization. So if you leave the firm because your H1B was denied you can keep the signing bonus!

Do you have access to the terms you signed up for? If so, does language exist to cover such a situation? Generally you return it if you leave or resign.. If you get fired or let go of for another reason (not sure what happens if fired for sexual haraasement tho) then I don't think the bonus would be returnable. In your case, it's not your fault as well because the firm was unable to prove you deserve an h1b extension
