I did some freelance work when I got laid off during covid. It's tough. Hustling just to make $500/wk. I can't even imagine in today's market. There's too much competition, especially foreigners who work much cheaper. There's a ton of people on Fiverr building websites for like $80. Being a freelance coder is not a stable or reliable source of income, unless you've been doing it for a long time and have an established reputation and client base. It's the kind of thing you start on the side when you have steady employment.

Yes, always! That’s normal! Use it to say you’re keeping your skills sharp. Especially, if there are freelance roles in your field. I’m talking about freelance via an agency at W2.

Working at an agency for W2 is not freelancing, it's contracting. OP isn't asking to use freelancing as a resume filler, s/he is asking if it's a legit career move. Freelancing is 100% sourcing your own work and managing your invoices and payments.
